The Canadian Dental Care Plan helps make dental care more affordable for eligible Canadian residents who do not have access to private dental insurance. Winnipeg North Dental welcomes approved CDCP patients of all ages.

Who may qualify

Four eligibility requirements.

You must meet all four federal requirements. Eligibility is determined by the Government of Canada, not by the dental office.

Check official eligibility requirements

No access to private dental insurance

This includes coverage available through an employer, spouse or partner, pension, professional organization, school, health spending account, or privately purchased policy.

Required tax returns are filed

You and your spouse or common-law partner, if applicable, must have filed the required Canadian tax returns so adjusted family net income can be assessed.

Family net income is under $90,000

Your adjusted family net income must be below $90,000. It also determines the percentage of CDCP-established fees the plan may reimburse.

Canadian resident for tax purposes

You must be considered a Canadian resident for tax purposes during the relevant benefit period.

Access matters, even if you did not enrol.If private dental benefits are available to you but you chose not to enrol or use them, the Government of Canada may still consider you to have access to private dental coverage.

How income affects your patient portion.

The CDCP reimburses a percentage of eligible services using its own established fees. Your co-payment is the portion of those CDCP fees that you are responsible for.

Important

Does 100% mean free dental care?

Not always. Even with a 0% co-payment, you may owe a difference if our fee is higher than the CDCP-established fee, if a service is not covered, if frequency limits have been reached, or if required preauthorization is not approved.

We can review the proposed care with you and submit an estimate when appropriate. Final coverage and reimbursement are determined by the CDCP administrator.

Coverage at a glance

Covered, conditional, or excluded?

A recommendation from your dentist and a coverage decision are separate. Your dentist determines what is clinically appropriate; the CDCP determines whether the proposed service meets program rules.

Some care needs approval before treatment.

For certain procedures, we must submit the proposed treatment and supporting information to the CDCP administrator before coverage can be considered. Documentation may include X-rays, clinical findings, periodontal information, treatment history or photographs.

A submission is not a guarantee of approval. The CDCP applies its own clinical criteria and may decline a request because of frequency limits, exclusions, missing documentation, untreated basic needs, or other program requirements.

Direct billing

We submit eligible claims to Sun Life.

For covered services, the dental provider submits the claim directly. CDCP members generally should not pay the entire bill and then seek reimbursement—the program reimburses oral health providers, not members.

You remain responsible for any:

  • ✓ Difference between our fee and the CDCP-established fee
  • ✓ Non-covered or declined service
  • ✓ Treatment beyond applicable limitations

Children can qualify.

When their household meets the program requirements, children may receive help with eligible exams, cleanings, X-rays, fluoride, sealants, fillings, emergency care and other clinically necessary treatment.

Seniors can qualify.

Eligible seniors may receive help with exams, hygiene care, fillings, gum treatment, root canals, extractions, dentures and other eligible services based on their coverage and treatment needs.

CDCP questions

Helpful answers before you book.

Is the Canadian Dental Care Plan the same as free dental care?+

No. The CDCP reimburses eligible services at CDCP-established fees. You may still owe a co-payment, a difference between fees, or the cost of non-covered care.

Can Winnipeg North Dental bill the CDCP directly?+

Eligible claims can be submitted directly to Sun Life. You are responsible for amounts the plan does not reimburse.

Does the CDCP cover crowns?+

Crowns may be considered only when specific clinical criteria are met, and preauthorization is generally required. A dental recommendation does not guarantee CDCP approval.

Are dental implants covered?+

Dental implants and implant-related procedures are generally excluded. Your dentist can discuss eligible removable options and privately funded alternatives.

Does the CDCP cover cosmetic dentistry?+

Treatment performed primarily for cosmetic reasons, such as whitening or elective veneers, is generally not covered.

Does the CDCP cover Invisalign or braces?+

Limited orthodontic services are planned for eligible members, but requests are not yet available and the program will determine the start date. Do not assume orthodontic treatment is covered.

Can I book before my coverage start date?+

The Government of Canada advises members to book care on or after the coverage start date shown in their eligibility or welcome letter. Care received during a gap is not reimbursed retroactively.

Do I need to renew CDCP coverage?+

Yes. Coverage applies to a defined benefit period and eligibility must be renewed each year. Missing renewal can create a gap in coverage.
